Among the items in the Logan Museum of Anthropology collection is a medal given to Red Cloud by Wanamaker commemmorating this event: www.beloit.edu/logan_online/collections/catalogue/north_a...

Two notable Native Americans mentioned in the Wikipedia article on this event are Red Hawk of the Sioux and Two Moons of the Cheyenne. There are several photos of Red Hawk on the Internet, including one from the LOC. I am not sure if either of them are shown in this photo. Seems like there should be photos with complete captions somewhere, such as in the New York Times. The date of the dedication is given by the Wikipedia article as "On a rainy Washington's Birthday in 1913". At that time, that was celebrated on 22 February, the actual birthday, so the date of this would appear to be 22 February 1913.
