The caption reads: "Arriving in N. Y. recently, Morris Gest, theatrical producer, vied with Prince of Wales for hat fame by sporting this bonnet that he won mountain climbing."

The guy with the hat is Theater producer Morris Gest (aka Maurice Gest, born Moishe Gershnowitz ) en.wikipedia.org/wiki/Morris_Gest I believe the dog's name is swanq. see also Ellis Island records show that Morris Gest returned to the US on the Homeric in 1925, the same ship that carried Paula Martin earlier that year. That suggests that the dog belongs to the boat.
