This photo is mislabeled. I don't know the identity of the gentleman on the left, but he's definitely not P.T. Barnum.

The photographer's comment engraved on the negative is that Jack Barrett was with "Barnum," meaning "Barnum's show" which is Barnum & Bailey's Greatest Show on Earth. Barnum was long dead, but people still refer to the show by his name. No idea who the man on the left is. The right side of the negative indicates that Jack Barrett was 28 inches high. Cannot tell if it identifies the other man. The photograph almost certainly was taken at Madison Square Garden, where the B&B show opened every Spring. A check with Circus World Museum's index would reveal what years Barrett was with that show.
Identified! [Kenneth L. Morehouse and his midget car "Little Mystery," probably taken at an event at a hotel, Washington, D.C.] (LOC)

Morehouse clearly toured the country over several years. To confirm that this is in the Washington DC area, I followed up the labels on the mike. According to en.wikipedia.org/wiki/WJSV "WJSV originally came on the air in 1926 as WTRC in Brooklyn, New York then was moved to Arlington, Virginia, the following year and became WJSV in 1928. CBS bought the station from the previous owner in 1931, officially moved the station to Washington, D.C., although the transmitter site remained in Virginia. CBS made WJSV its affiliate in the nation's capital." This looks to be in a hotel.
