I can tell you all about Jack. For some reason the photo is labeled wrong. The midget is my great uncle and his name is Jack Barnett. He's from Roxboro, NC and was 42 inches tall. He and his brother were with Barnum and Bailey for over 20 years.Herbert was 36 inches tall. I love collecting anything and everything about them.If anyone has photos my email is mag7girl@hotmail.com. I have many photos of them both and know lots more info about them.My name is Luanne

The photo was taken in front of the Pan American Union building in Washington (en.wikipedia.org/wiki/Pan_American_Union_Building, Streetview: maps.google.com/maps?q=17th+Street+NW&ll=38.892893,-7...)
The photo is perhaps taken at the same occasion as this (and others, see comments):

The woman on the photo is much too old to be Stella Katherine Drummond. She was born in 1895, see en.wikipedia.org/wiki/Laurence_Drummond and records.ancestry.com/Stella_Katherine_Drummond_records.as.... She married Lord Eustache Percy not before 1918. Eustache Percy was third secretary of the British embassy at Washington in 1913, see e.g. The Washington times., November 14, 1913, LAST AND HOME EDITION, Page 12, but this woman could rather be his mother.
