Looks like it's headed towards the Brooklyn Naval Shipyard (NYNSY), which is the black land mass in the distance on the right of the picture below the Manahattan Bridge. Likely this is October 6, 1912. The Wikipedia article indicates the Wyoming was completed in Philadelphia and then went to the Brooklyn Naval Shipyard for fitting-out on that date. It could be from another year up to 1916, though, perhaps all coming-to-ports by battleships were greeted this way. The Wyoming visited Brooklyn Naval Shipyard several times.
