    I am pretty certain that the woman in this photo is my mother who was at that time a City of Richmond official (the highest-ranking female at that time) working in the City Manager's office. The comment made by Seth Gaines that it looks like some kind of road equipment would make sense since she often dealt with various city departments.

    I was scrolling through the photos under the Library of Congress, and none of them really had me stop and double-take until I saw this one! I totally agree with the comment above in that this is one of the creepiest people I have ever seen, but beyond that, this picture is ghastly! It looks like the man and the entire room itself is covered with ghosts.
