If you look very close he is not painting the sign. He is just installing it. You can tell by the tape across the face of some of the letters holding them in place ( while the glue / silicone sets up ). If he was painting the letters he would not put tape across the front of them and ruin the finish. These letters are either plastic or pre-painted metal, and the white thing that looks like a brush in his hand is actually a glove so he does not get the letters to dirty during the install.
