I'd say this pic was taken sometime in the period ca. 1932-35...the 2nd Sydney T&G Building was completed in 1932 (it looks complete here)...the buildings seen in the background on the South side of Park St were demolished in ca. late 1935 to make way for the widening of Park St...

The 1st Sydney T&G Building was a rebuild of Dixson's Tobacco Factory with additional stories, built 1914-15

The 2nd Sydney T&G Building was built in two stages...1929-30 and 1930-32...here the first stage is nearing completion, with part of the 1st T&G Building still standing alongside...
