Monterey -- bags of corn from Red Cross (LOC)

    This is Monterrey, Mexico, which had been occupied by Pancho Villa's forces earlier in 1915 and was the scene of massive food riots and looting.
    The photo, as indicated on its lower right, was taken by Jesús R. Sandoval (1871-1951) of Monterrey, who was active between 1895 and 1940.
