This is a portrait of H.B. Armstrong, M.A., B.L., D.L. by the artist James Sinton Sletor, (1885-1950). It is now in the collection of Armagh County Museum. Armstrong was third chairman of Armagh County Council, elected 1909. This portrait was "Presented by a number of County Councillors and the principal officials of the county of Armagh in grateful recognition of his long, painstaking and useful service to the county as Grand Juror (since 1873) and member (1899-1920) vice chairman (1906-1909) Chairman 1909-1920) of the County Council".
