This is Rear Admiral Chin Pih Kwang of the Imperial Chinese Navy. On September 14, 1911 the Admiral met President Taft at the President's summer residence in Beverly Mass. On Saturday September 15, 1911 the Admiral made official visits at Governor's Island and at NY City Hall. " ... (He) drove to City Hall to Meet Mayor Gaynor." It was also intended that the Admiral and Mayor Gaynor would visit the tomb of General Grant on Monday September 18. query.nytimes.com/mem/archive-free/pdf?res=9900E2DD163CE6... The Rear Admiral's name has also been spelled at "Ching Pih Kwang" Now that I've seen this photograph of Grant's Tomb: en.wikipedia.org/wiki/File:USA_grants_tomb.jpg I now realise that Rear Admiral Kwang and Mayor Gaynor are staning in from of Grant's Tomb. Therefore the occasion was on Monday September 18, 1911 and is fully described here in the NYT article of the next day: query.nytimes.com/mem/archive-free/pdf?res=9C07E4DA1131E2... I suppose the Chinese admiral is returning a courtesy. Grant visited China in 1879 as a former President, and the Chinese took it as quite an honor; he was warmly received.
