This is more likely to be "F. C. Penfield" -- Frederic Courtland Penfield -- who in 1913 was appointed Ambassador Extraordinary and Plenipotentiary (Austria). He had also served as Agent/Consul General in Egypt and wrote at least two books about Egypt. Political Graveyard entry Compare to this photo dated 1916

Wikipedia (using Political Graveyard as a source) indicates that he was married twice. His second wife, Anne (Weightman) Walker, whom he married in 1908, seems more likely for a photograph used in 1913. 6/20/1913 (date written on negative) is about the time her husband was nominated as ambassador to Austria-Hungary. This photo is probably from earlier, since she was approaching 60 in 1913. According to her obituary in the NYT select.nytimes.com/gst/abstract.html?res=F20D17F6355B1373... Frederic Courtland Penfield (1855-1922), US diplomat and writer, based in Europe: en.wikipedia.org/wiki/Frederic_Courtland_Penfield I presume that's the second wife he married in 1908, Anne Weightman Walker. (It was also her second marriage.) Her father, William Weightman (1813-1904) was a wealthy Philadelphian: en.wikipedia.org/wiki/William_Weightman When William died, Anne became one of the wealthiest women in the world.
