Viscount Haldane , Lord High Chancellor of Great Britain, visiting the United States; at West Point on 30 August 1913. The automobile looks to me to be a Franklin.

I agree, Infrogmation, it has to be a Franklin. Very distinctive circular radiator with mud guards underneath. Probably 1909-1910. In 1911, Franklin changed to a "coal scuttle" hood, hinged at the front.

Viscount Haldane is in the back seat, beside West Point's commanding General, C. P. Townsley.

The safety crossing gate is a two-post crank gate, with one power/crank post, one dead post, two bifurcated wooden arms and a watchman's shanty. The gates are connected underground for simultaneous operation.
