this picture was clearly taken during the Capitol Traction Car Barn construction, so 1890s.

A 16-page, illustrated brochure promoting the "Preservation of the Residence of Francis Scott Key" by the Columbia Historical Society, in 1947, can be read here. There’s interesting information concerning the history of the house (“What So Proudly They Nailed”) from the National Park Service here.

Supposedly in the 1920's a tenant discovered a walled off area in the attic with blood stains spattered across the ceiling. Best way to find this spot today is look for the ramp across the street from the "Exorcist Stairs" going up the side of the old Georgetown Car Barn. That ramp is right about where this house was.
