This looks like it's another photo of German actress Hedwig Reicher dressed as Columbia, doubly misidentified by Bain as Frances F. Noyes dressed as Liberty. Edit: LOC has a photo from this event which is captioned "Liberty and Her Attendants" (link to the large .jpg version, as I'm unable to make a functional link to the photo's info page.) The woman in the dark toga must be Florence F. Noyes, though she is not identified by name on the info page. For comparison, this web page features a photo of Hedwig Reicher portraying Salome in a 1908 German production of the Oscar Wilde play.

Thanks for the information. You are correct about the misidentification of the subject. Take a look at this similar image from Bain News Service: hdl.loc.gov/loc.pnp/ppmsc.00032 . It also identifies the subject as Hedwig Reicher posing as Columbia during a suffrage pageant at the March 3, 1913 suffrage march in Washington, D.C. According to the information with this image, Florence F. Noyes may be one of the background figures in veils. We will update the source data and reload the description.
