That's Mrs. Charles Dana Gibson, the former Irene Langhorn (d. 1956), and Mrs. Borden Harriman, the former Florence Jaffray (1870-1967), leader of the Women's Fusion League. OK, Thanks pennylrichardsca, I finally found an article confirming her as a part of this movement. query.nytimes.com/gst/abstract.html?res=9B0CEED6163DE633A... I wasn't sure it was the same woman, as in the other photographs we have of her, she appears more as a socialite. We'll fill in the title information to as many records as we are able to.

The banner is for the Woman's National Wilson and Marshall Organization. The New York Times states that Mrs. J. Borden (Daisy) Harriman was the founder and chairman. They were active at least through the 1912 election. See: query.nytimes.com/gst/abstract.html?res=9805E2DB123CE633A...

"In her ninety-second year, U.S. President John F. Kennedy honored her by awarding her the first “Citation of Merit for Distinguished Service.” She often found herself in the middle of historic events. LOC has mislabeled this photo. That actually is Mrs. Vibbirt speaking, while Daisy Harriman stands silent beside her.

Except that Susan B. Anthony (1820-1906) would have been dead several years before this photo was taken, and very much older than this woman had she lived into the 1910s. The photo caption seems to refer to the banner's text, rather than to the woman carrying the banner.
