I believe this is actually the back of the Federal Reserve building and that this is Liberty Street (looking east), rather than Maiden Lane. Liberty Street is somewhat higher than Maiden Lane, and the windows are quite close to the street, like we see here, at least on the west end of the building. On Maiden Lane there are at least three rows of stones below the windows.

Milton C. Elliott (1879-1928) was a lawyer from Virginia, based in Washington DC, son of Warren G. Elliott (1848-1906), president of the Atlantic Coast Line. In May 1914, Milton C. Elliott delivered an address to the American Bankers' Association, titled "The Directors of the Federal Reserve Banks."

This is what people in their mid-30s looked like around 1913. He could pass for 60 today.

I was thinking that too, technogeo, and noticing that he died at 49.

Milton Elliott, obviously a man of substance, was the counsel to the Federal Reserve Board, which had been set up as part of the new Federal Reserve banking system.
