Tommy Atkins is a leading U.K. Toy Soldier manufacturer.

Tommy Atkins is your generic British soldier. As in Kipling's poem www.uea.ac.uk/menu/acad_depts/edu/learn/braysher/tommy.htm The name is said to have been coined by the Duke of Wellington.

Retired at last is correct these are Tommies neither is actually named Tommy Atkins.
