According to a Wikipedia article at en.wikipedia.org/wiki/Commissioner_of_Baseball : "The National Commission was the ruling body of professional baseball starting with the National Agreement of 1903, which made peace between the National League and the American League (see History of baseball in the United States). It consisted of three members: the two League presidents and a Commission chairman, whose primary responsibilities were to preside at meetings and to mediate disputes." The Commission's only chairman was August Herrmann, who resigned after the 1919 scandal: query.nytimes.com/gst/abstract.html?res=9E02E6DA153EE433A...

August Herrmann is seated to the right of the lady, who is likely Helene Britton, owner of the St. Louis Cardinals.

Yes, that's Helene Britton; there's another pic of her wearing that same outfit in this series (looks like the same room, too): www.flickr.com/photos/library_of_congress/2448659619/

With the Australian PM having just said "the China-Australia relationship is always full of challenges and can I say it always has been thus and it will be thus for quite a long time to come," it's fascinating to see just how far back the "official" relationship between Australia and China extends.
