That would be Mrs. Arthur Scott-Burden--she was an heiress and an equestrian champion in the 1910s. She was formerly the Honorable Cynthia Burke Roche, of London (1884-1966); her maternal grandfather was a protegee of Cornelius Vanderbilt. After Scott-Burden (b. 1879) died in a 1921 polo accident, she remarried in 1922, to Guy Fairfax Cary. Mrs. Scott-Burden's brother, Edmund Maurice Burke Roche (1885-1955), was the grandfather of Diana Spencer.

Evelyn Byrd Dows Bliss Gates (1912-1997) was the daughter of David Dows Jr. and Gwendolyn Burden Dows (1884-1935), of Brookville, New York (winters in Palm Beach). That's certainly a possibility, especially if the photographer asked the child her own name, or if she had a nanny with an accent. According to a society page report from 1932, Evelyn Dows was one of the bridesmaids at EILEEN Burden's wedding to Walter Maynard, scheduled for 9 February 1933. At the time of her first wedding, Eileen (1910-1970) was the daughter of Arthur Scott Burden (d. 1921) and Cynthia Roche, who was remarried as Mrs. Guy Fairfax Cary. en.wikipedia.org/wiki/Cynthia_Roche
