You can find out more about the “no known copyright restrictions” status on this Flickr page: www.flickr.com/commons/usage/. We also offer information in our rights overview, “Copyright and Other Restrictions That Apply to Publication/Distribution of Images: Assessing the Risk of Using a P&P Image”—sometimes there are other types of rights to consider, in addition to copyright so best to review this as well. The Library of Congress is generally not in a position to grant or deny permission to publish images from its holdings because in most cases it does not hold rights to the images.

Farmer cooperatives existed in 1940, with some sort of guidance/assistance from the Farm Security Admnistration (FSA)? Interesting - I don't think the FSA exists anymore; I wonder what became of it.
