    Farmer cooperatives existed in 1940, with some sort of guidance/assistance from the Farm Security Admnistration (FSA)? Interesting - I don't think the FSA exists anymore; I wonder what became of it.

    Maybe it's two children and their mother? Just not clear why they'd say two children when there are clearly three people in the picture.
