I don't think that's the USS Michigan. She had two funnels, and main armament in 4 turrets. Instead, I believe this is a battleship of the Virginia class of predreadnought battleships, based on the 3 funnels and double-story gun turrets. Also, the ship on the right looks like a French cruiser, based on the disposition of the funnels, and shape of the turrets. definitely, the 3 funnels, the cranes, and the turret shape eliminate any other class. All 5 from the class served at Veracruz, so it would be hard to say which it was, USS Virginia USS Nebraska USS Georgia USS New Jersey USS Rhode Island they got cage masts in 1909 one of her sister appears to be on the extreme upper left as well

USS Michigan definitely was at Vera Cruz in April-June, 1914. The Michigan's presence there could have caused confusion that led the Bain News Agency to mis-identify the ship in the photo.

Aside from the fact that USS Michigan only had 2 funnels, and the ship in this photo has 3, also note the shape of the cranes for the ship's boats. This ship has curved ones, while the Michigan had straight ones. I'm 99% certain this is not USS Michigan in the photo.
