    A Miss Effie Loader, graduate of the University of Kansas, was a parole officer in Kansas in the 1910s, connected to the Girls' Industrial School at Beloit. That might explain her star-shaped badge in this portrait. In the 1930s she shows up as Superintendent of the State Orphans' Home in Atchison. She's also mentioned in this article as a founder of the Clay Center Carnegie Library in Kansas. claycenter.mykansaslibrary.org/?page_id=26
