A "Liberty Loan" would put this in the World War I era. In fact, this photograph would have been taken in late April, or during March 1919. A Liberty Loan was the name given to the U. S. Treasury's means of raising funds from the public via bond issues to pay for war work. The Fifth Liberty Loan, with the slogan "Finish The Job" was launched on 21 April, 1919, with a canvass period of three weeks: query.nytimes.com/gst/abstract.html?res=9C05E6DA1E39E13AB...
