When something is camouflaged, either the real thing is disguised (camouflaged) so the real thing doesn't appear to be there ... as in "the act, means, or result of obscuring things to deceive an enemy, as by painting or screening objects so that they are lost to view in the background," OR "An item (prop, mock-up" etc.), can be camouflaged "by making up objects that have from a distance the appearance of fortifications, guns, roads, etc." (Definitions from Dictionary,com) In this case you have a mock-up of a tank, that you want to give the illusion that it is a real tank.... so they are camouflaging the wood and sheet and canvas and paint, and arranging stuff in the shape of a tank ... with the intent of having a viewer believe it is a tank. Said differently, "you have camouflaged a tank".
