Lincoln Steffens was addressing a workers' / IWW / anarchist / socialist / rally in Union Square, New York City, on April 11, 1914. The structure from which he is speaking was more a porch than a balcony. In this photo from May 2, 1914, it is used for a suffragette rally:
Here is William Jennings Bryan, speaking from the same porch, April 30, 1912:
A Bain/LOC photo, not yet posted to Flickr, shows the Union Square "cottage" on May 1, 1908, during a May Day Socialist rally:

A New York Times story (May 3, 1914) about a woman suffrage rally in Union Square refers to the speakers' platform as "the porch of the cottage" ---

LOC: you have misspelled both "Lincoln" and "Steffens" in your title.

Wystan and buckeye616: Thank you for your correction of the typo in the title and for the additional information on Lincoln Steffens. We will include some of it in the record for this image when we update.
