In 1920, he was the Allied Commissioner for Armenian Relief: "HASKELL TO DIRECT RELIEF IN RUSSIA; Former Allied Commissioner in Armenia Will Leave Here on His Mission at Once. CHECKS ON RELIEF FOOD Kitchens Will Insure That Only Those It Is Intended For Will Get It. RIGA, Aug. 21.--Colonel William N. Haskell, who directed relief in Armenia, has been appointed to supervise the famine relief work of the American Relief Administration in Russia.
