Interesting that there is no English Wikipedia article on him. In 1920, he was the Allied Commissioner for Armenian Relief: "HASKELL TO DIRECT RELIEF IN RUSSIA; Former Allied Commissioner in Armenia Will Leave Here on His Mission at Once. CHECKS ON RELIEF FOOD Kitchens Will Insure That Only Those It Is Intended For Will Get It. RIGA, Aug. 21.--Colonel William N. Haskell, who directed relief in Armenia, has been appointed to supervise the famine relief work of the American Relief Administration in Russia. It is announced that he will leave the United States for Russia immediately." NYT, August 22, 1921. query.nytimes.com/mem/archive-free/pdf?res=9804E6DF143EEE... Thematically related to adjacent pictures of Armenian, later Russian, relief official William N. Haskell and his wife. From Wikipedia " In 1919 Hibben joined a military mission in Armenia to assist in relief efforts there to rescue a destitute population. He was deeply impressed with the suffering of the Armenians, and when that crisis was followed by a full-scale famine in Southwest Russia in 1921, Hibben marshaled all his resources to assist in famine relief."
