New York state senator A. J. Palmer, of Ulster, N. Y. (incorrectly identified in Bain's photo), was a member of Theodore Roosevelt's Progressive Party, and a sponsor of reform legislation. In April, 1913, he introduced a bill in the N. Y. legislature to repeal public utility franchises of all types after a term of twenty-five years. In March, 1914, he was quoted in a New York Times story on the necessity of paying legislators an adequate wage, as a means of removing money from politics. Isn't Ab a nickname for "Abner," while the shortened form of Abraham is "Abe"?

William Sulzer (1863-1941), governor of New York, briefly--he was impeached before he'd even served a year: en.wikipedia.org/wiki/William_Sulzer Might also be his brother Charles August Sulzer, who was also in politics, if the men had similar faces?
