It would appear that this photo was cropped. The original has silly walkers waving boaters at serious talkers. c7.alamy.com/comp/2BWAKKC/the-conference-at-buckingham-pa...

"DEMONSTRATIVE IRISH GUARDS. REPRIMAND IN BARRACKS. The Irish Guards, a number of whom loudly cheered Messrs. Redmond and Dillon on Wednesday as they were returning from the palace conference, were yesterday paraded in Wellington Barracks. Lieutenant-Colonel G. H. Morris, addressing the men, said he was sorry that soldiers in uniform should have given way to a political demonstration. NOTIFICATION TO SOLDIERS. The War Office has issued an order prohibiting soldiers from associating with the Ulster and National Volunteers.

According to the Wikipedia article on the Government of Ireland Act 1914: To save prolonged debate in parliament, George V called the Buckingham Palace Conference with two MPs each from the Liberal, Conservative, IPP and Irish Unionist parties. The conference, held between 21 and 24 July 1914, achieved very little.
