That's in Karlsruhe, capital of the grand duchy of Baden, in the German Empire. It was the day of the engagement of Princess Viktoria Luise with Princ Ernst August, February 11th 1913; the third person on the photo is Prince Oskar of Prussia (1888–1958), one of Viktoria Luise's six brothers. In the background the grand duke's palace.

Ernst Augusts' father had rights to the throne of the Dukedom of Braunschweig. When he and Viktoria Luise married, his father gave up those rights in favor of his son. And so, in 1913, Ernst August and Viktoria became the reigning Duke and Duchess of Braunschweig and Lüneburg. (That used to be part of the kingdom of Hannover, which at that time was a prussian province. That stayed that way, only Braunschweig and Lüneburg became its own little Duchy.) Ernst August and Viktoria Luise only reigned until 1918. Did you know that through his mother Ernst August was closely related to the english and russian thrones? His mothers' sister Alexandra was Queen of England and his other aunt Dagmar was Empress of Russia. She took the name Maria Fjodorowna and was the mother of the last tsar Nicolaus II.
