If so, the painting is by Heinrich von Angeli and was painted by request of Queen Victoria around 1898-90. See books.google.com/books?id=Qi4OAAAAQAAJ&pg=PA117&l... for circumstances of the sitting for Heinrich von Angeli and a photo that might well have been taken at the same time on page 116. That would date the sitting to July 1899 and locate it in Buckingham Palace. He was in the news in October 1914, because he was Secretary of State for War.

which indicates that the picture was in a supplement to the Illustrated London News. It mentions Angelo [sic] as the artist. -

The city of Berlin, Ontario was renamed Kitchener in his honor in 1916.

Must date to 1910, he wears a black armband for the death of King Edward VII, must be after 1909 when he receives the GCSI and before 1911 when he his made a Knight of the Order of St Patrick.
