    Could it be a huge rotary fish scaler? Killybegs a center for fish processing. Hmm, those seem to generally have a more open sieve design.

    it might be that the large rings are to strengthen the vessel under pressure, there is a grip handle and vari- lever at the bottom right .... maybe for processing fish oil. as often said, you smell Killibeggs before you see it...
