Bondi Pavilion was opened in 1929 so its clearly after that. According to this document from Waverley Council, the entrances on the beach to underground passages to the pavilion were destroyed in 1942 because they were an invasion risk. These are presumably the doors in the concrete structure on the beach, so that puts the date as before 1942.

Interesting read Don. It never occurred to me that beach bathing pavillions went out of favour because new synthetic materials allowed swimming costumes to dry quickly. I believe the beach ends of those tunnels were used to house the wooden life saving boats in the 1960's. Although they had doors, vandals would occasionally set the boats alight and they were eventually concrete sealed.
