Yes, that must be Annie Marshall Reid Rolph, the mayor's wife, probably voting for the first time. In a referendum, California's voters approved women's suffrage in 1911. This photo probably dates from 1912. The San Francisco public library has this photo of a considerably older Annie Rolph with her husband "Sunny Jim", at the polls once again, in 1930 when he was running for Governor.
