Looks like it was taken by a button hole camera, so named because the tiny camera could be concealed under a shirt or coat with the lense peeking through a button hole. There were some very interesting "slice of life" photographs taken of unknowing subjects with this nifty invention. This unposed picture appears to be one of them. This was sort of the "reality TV" of it's day. Or maybe the forerunner to Candid Camera.
