I could be wrong, but I think your description may be inaccurate. I don't think this is a street with a stream running through it but the streamed itself. It's possible it could be Ch'ŏnggyech'ŏn (Cheonggyecheon).

This, indeed, must be a river bed and not a road as a bridge stretches perpendicular over it in the distance. If this was a road that bridge would be a hindrance to anyone with a cart. On the left what that individual is sitting upon would be an excessively high kerb if this be a street. Possibly there has been little rainfall and therefore a restricted run-off from the distant hills.
