I think the date might be ca. early-mid 1927...although it's still under construction, St James Station looks like it might be open...the Central-Museum-St James section the City Railway opened for regular commuter traffic on Monday 20th December, 1926, but just going on various digitised newspaper items, the above ground station at St James evidently wasn't completed until some months after this...

trove.nla.gov.au/work/185373892 - this NLA Fairfax pic looks to have been taken at a slightly later point (the roof at St James Station is in a slightly more advanced state of construction)...in the background it shows the Government Savings Bank over at Martin Place also in an advanced state of construction...the external construction work on the GSB appears to have taken most of 1925-27...so my guess is the NLA Fairfax pic might have been taken in 1927...

trove.nla.gov.au/newspaper/article/224053285 - the Sun, 8th May, 1925...there's a pic here that shows how this scene looked in May 1925...when it was still a building site...so I'd say 1925 is too early...
