In 1912, Le Prieur watched as Maurice Fernez remained underwater through the aid of a surface pump. Inspired by Fernez’s display, Le Prieur wanted to find a way to do the same thing underwater. Fourteen years later, the two men teamed up and produced the lightweight breathing apparatus that Jacques Cousteau would later refine and popularize.

A photo on the 3rd page image (the page is numbered 23) of www.hdsitalia.com/articoli/31_fernez.pdf looks as though it could have been taken the same day. That photo is captioned as taken on August 20, 1912, on the Seine, presumably in Paris. This article about Fernez is in Italian, freely translated from the French by Philippe Rousseau.

(Portland, Ore.) 1881-current, September 22, 1912, SECTION FIVE, Image 63 with the caption "Maurice Fernez, a French sailor, has Invented a diving apparatus which is so simple that it will simplify greatly subaqueous work. It consists of a tube, the end of which is fastened tight ly to the mouth of the diver while air is supplied through it to the diver by the aid of an ordinary automobile pump. With this apparatus.
