The Richter shown here was probably early aviator Joseph P. Richter. His name was German ("Richter" means judge), but he was an American: "Reading, Pa. -- Aeroplane mail service was authorized for Reading, Pa., for September 10, 1912. The route was . . . to have started from the Reading Fairgrounds. The late arrival of the machine of aviator Joseph Richter prevented the service from being carried out." --Mekeel's Weekly Stamp News, Volume 27. "In 1923... The first refueling in mid-air (with hose) of one airplane by another is made by a De Havilland D.H.4-b from another one over San Diego, California. The planes are flown by Capt. L. H. Smith and Lt. Josef Richter Aero Club of America Pilot# 81 December 27,1911 Richter's first flights occurred at the Belmont Park Racetrack , New York in (Schneider biplane) May 1911. During September 1911 Richter was at College Park , Maryland testing the Tarbox automatic stability device.
