Since this at the same location as some photos of dog owners following this in the stream, it is presumably the James Mortimer who was a dog judge and was superintendent of the Westminster Kennel Club show in New York for some years. His death is reported by the NYT on September 21, 1915. See query.nytimes.com/gst/abstract.html?res=9A05EEDF1239E333A...
