  That does look like the guy in Wikipedia's picture. But another possibility is E. Frank Sperry, mayor of Orlando, Florida, who died in office 1916.

  Thanks for the suggestions pennylrichardsca and Kestenbaum. I was unable to find a photo of E. Frank Sperry, but I found some more images in our collection of Elmer Ambrose Sperry. I'm pretty certain this photo shows him, so we will add his full name to the record.

  Presumably this arrangement spans the full width of a ship. Its advantage is therefore that it can launch all the boats from either side of the ship, so they can all be used even if the vessel is listing in one direction.
