This photo was probably taken at least a decade earlier than 1910. Locomotive 148 is a member of the C79 class, 20 of which were converted from tender to tank engines between 1896 and 1902 to make them more suitable for hauling suburban trains backwards, as in the photo. Also, in 1903 a more modern and powerful tank engine, the S636 class, was introduced and quickly became the standard class for suburban trains in Sydney until displaced by electric trains from the 1920s. 65 of the S class were in use by 1910.

Looks very similar to Parramatta, flic.kr/p/5g299W before the tower was built, maybe that is what the crane is for, start work on the tower. There also seems to be indications of tram lines in the Parramatta photo, is there more to the photo ?

Museums of History NSW - State Archives Collection I think you missed Lake Macquarie's ID guys! The architectural details match up exactly. The court house and tower was designed by NSW Government Architect Walter Liberty Vernon, and was built between 1895-1896, and as the photo shows it is still a construction site, this dates the photo to this period.
