This is probably the Mount Pleasant sorting office, which was in a former prison. See www.postalheritage.org.uk/exhibitions/mountpleasant/worki... which has photos that show similar lights.

I visited Mount Pleasant Sorting Office in 1978 or so to see the famous Post Office Underground railway in operation . It linked the main sorting offices with London train stations. In Victorian times it was a pneumatic train, driven by compressed air. In te 1970s it was electric . The post office was huge then too hundreds of sorting staff coming and going. Amazing place.
