    Mrs. Owens and Mrs' Moore were participants in the Suffrage Pageant held in Washington D.C. in 1913. The costumes they are wearing in this photo are from that event. A small photo of them in the same outfits appears in an article about the pageant, published in a 1913 issue of "National Waterways" magazine. See my comment on this page for more information about it.

NAVY OFFICERS' WIVES, IN THEIR SUFFRAGETTE PAGEANT COSTUMES" The same photo is in The Roanoke Beacon (Plymouth, N.C.), 1913-02-21. "Washington is getting ready to entertain the great crowds that are expected there for the inauguration of Woodrow Wilson. .... The inserts are two views of leaders of the suffragists in their specially designed costumes for the women's parade. They are Mrs. C. T. Owens, wife of Lieutenant Commander Owens, U. S. N., and Mrs. Caro G. Moore, wife of Commander Moore, U. S. N.
