Senator Ab. Palmer (LOC)

    New York state senator A. J. Palmer, of Ulster, N. Y. (incorrectly identified in Bain's photo), was a member of Theodore Roosevelt's Progressive Party, and a sponsor of reform legislation. In April, 1913, he introduced a bill in the N. Y. legislature to repeal public utility franchises of all types after a term of twenty-five years. In March, 1914, he was quoted in a New York Times story on the necessity of paying legislators an adequate wage, as a means of removing money from politics. Here is another Bain/LOC portrait of Senator Palmer, that was posted more recently:
