He vaguely resembles earlier 20th century New Zealand/Australian/British lawn bowls figure Melbourne Orchard...but I'm far from certain it's him. During his Australian years Orchard lived in Melbourne...he appears to have visited Sydney to play bowls on several occasions. trove.nla.gov.au/newspaper/article/136213205 - the Referee, 10th June, 1929 - pic of Orchard here...
