  The East Oregonian, May 17, 1917, DAILY EVENING EDITION, Image 7 printed a similar photo with the caption: "THIS GUN OF THE ST. LOUIS FOUGHT A BATTLE WITH SUBMARINE". According to the referring text, it was a gun on the American liner St. Louis, which attacked a German submarine in St. George's channel. en.wikipedia.org/wiki/SS_St._Louis_%281894%29 "On 17 March 1917, she was furnished an armed guard of 26 United States Navy sailors and armed with three 6-inch guns, to protect her from enemy attack as she continued her New York-to-Liverpool service."

  There's a typo in the LOC caption, this is SMS Ostfriesland, a Helgoland-class battleship of the Imperial German Navy.
  
  Ostfriesland would survive the war, only to be turned over to the United States as part of war reparations in April 1920. It is while in the United States that the Ostfriesland would gain its historical notoriety as a target ship, and be forever linked with air power proponent General Billy Mitchell.
