When the LOC uploads images with "no rights reserved", they need to be tagged as PUBLIC DOMAIN. This would help clarify the rights status.

In contrast to a photographer or other rights holder, the Library of Congress has no authority to waive copyright protection or to transfer or license rights. There may be no evidence of a rights holder, but that is not the same thing as stating affirmatively that something is in the public domain. We needed to offer an observation, not an active assertion, which is why we don' t simply use the "public domain" designation. That is why the Additional information about the images from the Library of Congress says "No known copyright restrictions." Appears to be a Wright Model "B" airplane.

This aircraft is the Robert F. Collier owned Wright B which he rented in 1911 ( $1 a month ) to the US Army. Aircraft arrived in San Antonio, Texas February 21, 1911. Philip O. Parmelee, Wright instructor was sent with aircraft to instruct Foulois. This photo was taken March 17, 1911 Parmelee and Foulois carried a message from General William H. Carter, Division Commander at San Antonio, to Major Squier, Signal Officer at the Leon Springs , Texas camp 26 miles away and returned with a reply, all in 1 hour and 45 minutes. .
