A photo of a seemingly non-descript four-stack destroyer USS Buchanan (DD-131). However, USS Buchanan, as the HMS Campbeltown, would go on to be sacrificed as a ship bomb (for lack of a better term) in one of the most daring and important raids of World War II, the Saint-Nazaire Raid of March 1942.

Is that a Boeing B-25 Mitchell frame?

No, an early Douglas A-20 Boston, used under lend-lease by the Brits, French and Russians, though the date of this photo means these were destined for the UK as France was out of the war and Russia not yet in it.
